The Royal Federation Annual General Meeting was held on 26 February 2022 via zoom.  This appeared to be a new experience for many of the participants.  Here are some of the main points which may be of interest to our membership.
The meeting was opened by the RF President, Garry Nicholls JP, followed by a karakia from Monty Morrison, the Royal Federation Kaumatua.  The meeting then followed the standard agenda as laid out in our constitution.
David Harvey, from Whitianga, was elected as the Northern Region Representative to the RF Board.
The Annual Report was received and this was followed by the Report on the Federal Structure Review.  A short presentation was made by Rachel O’Grady JP who then addressed the questions from the floor.
A Notice of Motion was proposed and seconded which amended the closing date for nominations for Regional Representatives. This motion was carried..
Northland proposed a Remit #1 to develop an action plan to address the recommendations of the Federal Structure Review.  Auckland submitted an  Amendment to Remit #1 (see below) which was discussed at length. In the subsequent voting, the amended remit was carried.
That the Royal Federation Board responds to the results of the 2021 Federal Structure Review by developing an action plan.  This plan should include the detailed scope of the assessment to be undertaken, the timeframe, parties involved (including consultants), and the estimated cost. This information should be communicated to all associations within six months of the 2022 AGM to allow time for robust discussion, prior to a vote at the 2023 AGM as to whether to proceed with the assessment process as proposed.
Remit #2 was proposed and is below.  A vote was put to all members and was carried
That the Royal Federation implement, with immediate effect, and for the period up to the 2023 Royal Federation AGM & Conference, a move to online seminars for Judicial Educators and Ministerial Educators.  Immediately following the 2023 AGM & Conference a review to be undertaken to determine the effectiveness of the format and the suitability to continue with future online seminars.
Remit #3 was proposed and is below.  This remit was also carried.
That the Royal Federation Board work with, and advocate for, the Ministry of Justice to remunerate Justices of the Peace who undertake judicial duties in the District Court.
The Royal Federation budget has been reduced by MoJ, which has necessitated an increase of $5.00 on capitation levies which will now be $20/member.  Despite this increase, the Royal Federation anticipates a budget deficit which will be reviewed at their forthcoming meeting. Your Association will review the effect of this increase on our budget and advise you in due course.
The venue for the next Royal Federation AGM and Conference will be Invercargill, Southland 3 – 5 March 2023.
The meeting concluded with the RF President, Garry Nicholls, JP handing over the chains of office to the incoming President of the Royal Federation. Peter Osborne, JP.
